Orienta las intervenciones de las instituciones p\u00fablicas y privadas para generar el desarrollo local. En esencia, un PDOT es una propuesta para ordenar la gesti\u00f3n de un territorio, en armon\u00eda con los actores involucrados y de acuerdo a las vocaciones del territorio. Tienen por objeto ordenar, compatibilizar y armonizar las decisiones estrat\u00e9gicas de desarrollo respecto de los asentamientos humanos, las actividades econ\u00f3mico-productivas y el manejo de los recursos naturales en funci\u00f3n de las cualidades territoriales, a trav\u00e9s de la definici\u00f3n de lineamientos para la materializaci\u00f3n del modelo territorial deseado, establecidos por el nivel de gobierno respectivo (\u2026)\u201d.
